The committee’s mission is to ensure the community has safe and desirable amenities for our owners and guests. It is also important to maintain our operations and invest in new amenities based on our community interests.
Architectural Review Committee

The Architectural Review Committee was designed to serve at the direction of the Board of directors of Mallard Lakes. We are dedicated to preserving and enhancing the aesthetic integrity, property values, and overall harmony of our community. We strive to uphold the community’s architectural bylaws and standards by reviewing, recommending and monitoring exterior modifications in a fair, consistent and timely manner. Our mission is to ensure that all improvements reflect the quality, character and vision of our neighborhood while fostering a spirit of cooperation and pride among homeowners.

The committee’s mission is to develop, maintain and plan ahead for the financial responsibilities for our community. This includes working with Legum & Norman Management Co and all entities involved in our annual budget (banks, contractors, insurance carriers, investment of reserve funds, etc.) In addition, this committee works closely with the head of our grounds crew.

Chris Reutershan – VP ML Board
Chris has been an Owner at Mallard Lakes since 2021. He, his wife, children and grandchildren are very active users of all of the ML Amenities. He has never rented his unit. He joined the Board in

2023 and he has Chaired the ML Board’s Tidal Waters Committee in 2025, The ML Bylaws committee in 2024 and 2025, the ML Board’s Management Contract Committee in 2024 and he served on the ML Board’s Buildings-on-Piles Ongoing Maintenance/Repair Committee also in 2024.
Chris Becker – At-Large Board Member
Chris, his parents and his family have been owners at ML for a very long time. He and his family currently own three units at ML. Two of their units are rented full-time and the third is rented part time. Chris joined the ML Board in 2023 and has Chaired the ML Security Committee since then.

Greg Turek – ML Resident
Greg has owned a unit at ML since 1991. Since 2015 Greg has been a full-time resident of ML and is a very active member of the community. Greg has never rented his unit. Greg has served on the ML Budget Committee since 2024.
Phyllis Cullen – Resident
Phyllis and her husband have owned a unit at ML for the past 7 years. She, her husband, children and grandchildren are very active users of all of the ML Amenities. For the first two years her unit was actively rented after which they stopped renting. Phyllis is an active member of the community and has served on ML Bylaws committee in 2024 and 2025, and on the Election Committee in 2023, 2024, 2025 and 2026.

The committee’s mission is to review existing covenants and by-laws and suggest changes that meet today’s state and local laws and the needs of the community.

The committee’s mission is to develop and maintain avenues to communicate effectively with owners, renters and short term guests at Mallard Lakes. Avenues to communicate include the website, newsletter, email, text messaging, bulletin boards, in-person meetings and utilizing the unofficial Facebook page to post information when needed.

The committee’s mission is to plan year round activities for our community. Having fun is what our community is all about and the social committee makes things happen! From annual owners party, Pool Olympics, cornhole tournaments, adult socials, annual food drive, holiday celebrations, DJ’s and bands, and many more activities, this committee is hard at work planning the next event.
Community Members: All owners are welcome to help at the various scheduled events.

- 33 Years of Experience at Mallard Lakes.
- Responsible for ALL aspects of ML Operations since inception (1992).
- Personally involved in every event cited within this report.
- Extensive relationships with most Delaware State and County Elected and Administrative Officials.
